This one is my theory, short and sweet, inspired by the Déjà vu theory. Read the Déjà vu theory before you continue any further.
So suppose the time loops are bent and twisted, throughout a 3 dimensional space, and imagine, if you were standing in the very middle, and could look around and see where the loops and bends were. That, I feel, is the basic concept of psychic abilities. A person has the ability to look around them at the time continuum, they can see where they are at, where the time is going, where it came from, etc. But do take into consideration that everything has limits. With the ability to look around in what would be the fourth dimension, would have limits just like normal eyesight. You can only see down the road so far, before things become too tiny or shady to see, or things such as trees, children, street signs, etc, obscure your vision, in this case those being the other time loops. But nonetheless, I feel that some people do have this gift, and I guess that is my explanation for it.
